The scrolling depends function of a Home application.
If scrolling does not work or something strange, try to check Home app's settings too.
(such as wallpaper scrolling enable/disable, overshoot of scrolling, etc.)

This does not works scrupulously with a HTC Sense 3.0, since a Sense home duplicate does not notify any shade position.
